Tony Earl was born on December 4, 1936 in Michigan. He grew up in a middle-class family and attended Michigan State University, where he graduated in 1958. After completing his undergraduate degree, he went on to pursue a law degree from the University of Chicago, graduating with a J.D.
Earl's political career began in the 1960s when he was elected to the Wisconsin State Assembly, representing Marathon County. He served three terms in the Assembly before being appointed as the district attorney of Marathon County in 1965. From 1966 to 1969, he served as the city attorney of Wausau, Wisconsin.
